Solubilize propylene glycol in phase A water. Disperse hydroxyethylcellulose in PG/water solution with mixing, while heating A to 70-75°C. Combine and heat phase B items to 75-80°C with mixing. Add B to A with mixing. Cool AB with mixing to 50°C and add Phase C to AB. Combine D items; mix until a clear solution is obtained. Cool ABC with mixing to 40°C. Add D to ABC; continue mixing until 35°C is reached.
